Our mission
PublicVPNList exists to make connectivity more open and more transparent. We maintain a public list of free VPN endpoints and deliver up-to-date speed and latency measurements so that anyone can quickly find a working, fast server without sign-ups, paywalls or spam. Our ethos is simple: list openly, measure honestly, and keep the experience lightweight.
We are not a traditional VPN provider and we do not run exit nodes used by your traffic. Instead, we curate and continuously test free configurations published by their owners or made available for public use, and we present the results in a consistent, verifiable way. That separation keeps us independent and focused on data quality.
What we offer

.ovpnfiles through short-lived links, without registration. - 10-minute checks: the catalog refreshes reachability, speed and latency data on a frequent schedule.
- Human-readable catalog: sortable tables and mobile cards show country, host/IP, speed (Mbps), latency (ms), port, protocol and last check timestamp.
- Filters: narrow the list by country, speed threshold and latency ceiling.
- Country pages: each active country page shows only currently visible checked rows for that location.
- Data access: the public JSON export is available at /vpn-data.json; CSV is planned only when a stable generated file is available.
How our testing works
Our checker runs on a frequent schedule, currently every 10 minutes for the public dataset. A typical cycle includes:
- Reachability: OpenVPN connection checks using the profile remote host, port and protocol.
- Baseline latency: protocol-level response timing where the connection succeeds.
- Throughput probe: short, shaped transfer to estimate usable bandwidth (displayed as Mbps). We prefer conservative estimates over inflated peaks.
- Visibility update: rows that pass checks can remain visible; failed or unmeasured rows can be hidden until they recover.
We annotate each entry with the timestamp of the most recent successful check. If a server fails repeatedly or loses useful measurements, it may disappear from public tables until a later successful check makes it useful again.
Metrics explained
Speed (Mbps)
Approximate downstream throughput achievable in real conditions during the last check window. We favor sustained rates over momentary spikes.
Latency (ms)
Median round-trip time to the server. Lower numbers are better for gaming, calls and interactive work. We report medians to reduce outlier noise.
Checked at
UTC timestamp of the most recent probe. Frequent refresh keeps the catalog fresh and trustworthy.
Protocol / port
The OpenVPN transport and remote port extracted from the checked profile. These fields help users choose TCP or UDP endpoints.
Privacy & security
PublicVPNList itself does not operate exit nodes or inspect VPN traffic. Our role is to list third-party public VPN endpoints and provide measurements about their reachability and performance. Downloads use short-lived links to reduce bulk scraping and stale file access.
OpenVPN profiles can use different ciphers, certificates and authentication settings depending on the server operator. PublicVPNList checks technical usability, but cryptographic parameters, logging policy and trustworthiness ultimately depend on the endpoint operator. Always review the configuration and use trusted endpoints for sensitive workloads.
Acceptable Use: only use VPN for legal and ethical activities. We do not endorse misuse, abuse, or violation of local laws and service terms.
Data access
Our UI reads a simple JSON array with the same structure you see in the catalog. If you are integrating with monitoring, use the public JSON export and cache it responsibly:
- /vpn-data.json — current checked public VPN dataset.
- /export/ — field notes and recommended export usage.
Please cache responsibly and avoid scraping. If you need bulk exports for research, reach out via Contacts.
How to use this catalog (quick start)
- Open the main list and filter by country, speed and latency.
- Pick a server card and press Download to get the
.ovpnfile through a short-lived link. - Import the profile into your OpenVPN client on Windows, macOS, Linux, Android or iOS.
- Connect and verify your new IP, latency, and throughput using any speed test tool.
Tip: low latency (ms) matters more than raw Mbps for calls and gaming. For large downloads or streaming, pick a recently checked server with higher measured Mbps.
Countries & regions
Our directory spans multiple regions, but public VPN endpoints change quickly. The countries page lists only countries that currently have visible checked rows, so users and search engines are not sent to empty pages.
Corrections & removals
Server owners, network operators, source maintainers and users can request server removal, country correction, host correction or source correction through the Contacts page.
Please include the host or IP address, port, protocol, country label, source URL if known, and the requested action. PublicVPNList may correct labels, exclude a row from public pages or remove a source from future imports after a credible report.
Frequently asked questions
- Is everything truly free?
- Yes. You can browse, filter and download configurations for free. If you find the project useful, consider sharing it or contributing server information.
- How do you keep the list trustworthy?
- Through scheduled testing, transparent metrics and temporary quarantine of failing endpoints. We also de-duplicate hosts and collapse clones.
- What protocols are supported?
- OpenVPN
.ovpnis the current public format. Other formats such as WireGuard are planned only if they can be checked and distributed safely. - Can I use this VPN for streaming or gaming?
- Performance varies by host. Use filters to select low latency and higher Mbps servers and test with your use case.
- Do you store logs?
- We do not operate the VPN endpoints. We only protect downloads with short-lived links and keep minimal telemetry necessary for abuse prevention.
- Can I submit my server?
- Yes—contact us with host details, country, port and a public configuration. We will verify and add it to the queue.
- What if a file fails to download?
- One-time tokens expire quickly. Just click the download button again to request a fresh token.
- Legal note
- Comply with your local laws and the terms set by server operators. We do not support unlawful activity.
